HelpLine, along with 7 other community agencies, is a contracted provider of the Delaware Morrow Mental Health & Recovery Services Board (DMMHRSB). The DMMHRSB funds HelpLine to provide 24/7 crisis hotline, I&R, suicide & violence prevention & mental health education services to the Delaware & Morrow County communities. The role of the DMMHRSB is to assess community need and provide a safety net of high quality, cost-effective mental health and substance abuse treatment and prevention services that are accessible to the residents of Delaware and Morrow Counties. The Ohio General Assembly created Boards over 40 years ago to serve as the local public authority for ensuring the behavioral healthcare needs of county residents are met based on the belief that local communities are in the best position to determine their particular needs, plan, and then implement services. The DMMHRSB is governed by a volunteer board of 14 local citizens who oversee the proper use of public funds and seek to improve the quality of life for the people they serve. The Ohio Department of Mental Health and Addiction Services allocates state General Revenue Funds and special grants to the county Boards across the state for the purchase of community services. These funds are generated primarily through the state income tax and state sales tax. The DMMHRSB also receives funding through a local property tax levy. Last year, the Board’s network of providers served thousands of people with essential mental health and addiction treatment, prevention services and community supports.
